[Hiring] Airport Demand, Capacity, Master Planning & Alternatives Lead @Axyde Analytics

Role Description

Axyde Analytics is assembling a proposal team for USTDA solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission. This contingent, intermittent role leads the airport demand, capacity, master-planning and alternatives work package.

WBS responsibilities

• Frame airport-system and individual-airport decision questions with the Technical Director.
• Validate origin-destination and transfer demand, peak profiles, aircraft and fleet mix, cargo demand, declared capacity and forecast cases.
• Diagnose terminal, airside, landside and operational constraints and distinguish near-term operating improvements from capital expansion.
• Develop minimum-compliant, phased least-regret and full-build alternatives with trigger-based phasing.
• Convert findings into surveys, modeling tasks, design criteria, implementation sequencing, Terms of Reference inputs and acceptance measures.
• Reconcile demand, capacity, phasing, CAPEX/OPEX, sponsor readiness, resilience and U.S.-supplier opportunity assumptions.
• Support preliminary assessments, integrated project reports, stakeholder interviews and an authorized scoping mission.

Qualifications

• 15+ years of airport master planning, aviation infrastructure planning or closely comparable project preparation.
• Demonstrated airport demand/capacity forecasting, alternatives analysis and phased-development work.
• Working knowledge of applicable ICAO and/or FAA planning and design standards.
• Evidence of feasibility studies, decision-ready reports, TORs, scopes, budgets or implementation plans.
• Ability to write concise, source-supported findings for U.S. government or international-development clients.

Requirements

• South or Southeast Asia airport experience; Indonesia, Nepal or India experience is especially relevant.
• Live-airport phasing, multimodal access, cargo planning, PPP/concession or DFI/USTDA experience.

Engagement

Remote and intermittent over a potential four-year contract period, subject to award and individual assignment authorization. Limited international travel may be requested for applicable assignments and will be confirmed separately. U.S. citizenship or lawful permanent residence is required for proposal eligibility. Selection, award, hours and travel are contingent.
