Job Description

Enterprise Horizon is seeking an energetic, self-motivated Senior Federal Proposal Writer with a winning track record to join our team. Responsibilities include:

• Working closely with the Director of Business Development to identify and evaluate new business opportunities, making a collaborative “go/no go” decision informed by a deep understanding of customer requirements and company capabilities.
• Responding to Requests for Information, Requests for Quote, Requests for Proposals, Indefinite Delivery, Indefinite Quality Solicitations, white papers, and other technical documentation.
• Breaking down RFP requirements, developing a plan, disseminating work assignments, collating the content and inputs from SMEs, creating, editing, and honing a well-written, compelling, and fully compliant response to federal RFPs in a timely manner.
• Successfully collaborating with internal SMEs and teaming partners to craft a document with ‘one voice’ which articulates well-crafted win themes.
• Developing high-quality original content for technical, management, corporate experience, past performance, staffing, and personnel sections of proposal volumes.
• Managing proposal libraries and unearthing, analyzing, and revising library content to re-purpose for new efforts.
• Participating in the overall quality, compliance, and completeness reviews of each opportunity response to include color reviews and refining content based on feedback from review teams.
• Working closely with all levels of management in a highly collaborative environment.
• Working with tight document development and delivery schedules to meet strict deadlines.

Work Schedule

This position is remote with possible minimal travel.

Requirements

Required Qualifications and Skills:

• Proven track record of generating frequent wins for small business federal contractor(s) in the Department of Defense (DoD) and federal government space.
• Minimum of 6 years’ experience in federal proposal technical writing with demonstrated success of developing high quality, high scoring technical proposals.
• Ability to develop an in-depth technical understanding of our historic company capabilities and past performance on previous contracts.
• Capability to evaluate solicitations and assess how well they match with company capabilities and past performance.
• Ability to develop an in-depth technical understanding of our historic Company capabilities and past performance on previous contracts. Capability to independently evaluate solicitations and assess how well they match with Company capabilities and past performance.
• Ability to collaborate with management and teaming partners to develop compelling, technically accurate proposals, while adhering to strict deadlines and compliance requirements.
• Excellent written and oral communication skills.
• Critical attention to detail and highly organized.
• Energetic and self-motivated.
• Bachelors or advanced degree in a related field.

Highly Desirable Qualifications:

• Shipley certification.
• Active DoD Clearance.
• Reside in the broader National Capital Region.
• Knowledge of SAP/ERP, Enterprise Modernization, Digital Transformation.
• Knowledge of Business Analytics, Data Management, Data Analysis, Systems Architecture, Cloud Migration, Supply Chain/Logistics, Application Development.

Pay Scale

$75,000 to $105,000 commensurate with experience and qualifications.
