JOB TITLE: Operations Manager

TRAVEL EXPECTATIONS: Must be willing to relocate to the to-be-determined U.S. MMR facility location.

DESCRIPTION:

The Operations Manager reports to the Manager, Reactor Manufacturing. The Operations Manager responsibilities include:

  • Develop Manufacturing Management Frameworks & Systems for Manufacturing Team; MRP, Maintenance, Lean, CI, HPI,DFA, DFM, Change Control, etc.
  • MRP System Implementation, Financial Planning (CAPEX, OPEX), production scheduling, work cell planning, procurement, etc.
  • Workforce planning & development Skill Set Identification, training program development, integration with local educational institutions
  • Factory & Manufacturing Systems testing and acceptance programs
  • Prototype assembly processes and systems
  • Develop and implement Manufacturing assurance, oversight of manufacturing governance programs


MAIN RESPONSIBILITIES:

The main responsibilities and authorities for the Operations Manager are:

  • Manufacturing Integration: The Operations Manager is responsible for developing programs, processes and procedures for all aspects of MMR manufacturing including process design, quality assurance, facilities engineering, manufacturing engineering, tool and equipment design, information technology, safety, product development, Lean Six-Sigma, and machinery maintenance. They support Design Engineering in manufacturing process Research and Development, including prototype construction and testing.
  • Must have a broad understanding of all manufacturing processes, with the ability to choose optimized production methods.
  • Must be able to perform break even analyses based on cost, quantity, and other risk factors.
  • Extensive experience in the NQA-1 quality environment, including qualification and commercial grade dedication.
  • Work under both DOE and NRC regulatory oversite a plus.
  • Factory Readiness: As a key member of the Factory Readiness Team, the Operations Manager works closely with Core Division, Construction, Customers, Supply Chain and Logistics to develop and implement integrated corporate systems needed to manage, design, construct, develop the workforce, establish supply chains, commission, and operate the MMR manufacturing facility leveraging standardized and repeatable systems and processes. These systems will ensure that USNC can rapidly deploy manufacturing facilities, manufacture high-quality nuclear components, meet regulatory and quality requirements, meet production goals and do so in a safe, environmentally sound, and financially responsible manner.
  • 20 years o more supply chain management experience is required.
  • Framework Developer: Develops the supply chain structure at the highest levels, including make or buy, sourcing strategies, equipment purchases, and site interfaces and boundaries.
  • Extensive supplier development experience including supplier: identification, support, quality support, and scheduling.
  • Value Engineering: As part of the product and production development phase the manufacturing integration leader works closely with Design Engineering to develop parts, subassemblies and systems that not only meet performance requirements, but are repeatable, interchangeable, and economically producible.
  • Finance: As Manufacturing Integration leader, they work with Finance and the controller to develop and maintain both overhead and project budgets. They develop Basis of Estimates and assist in the proposal process. They are familiar with working in an earned value management system of budgeting and accounting. They implement labor optimization strategies.
  • Staffing: The manufacturing integration manager is also responsible for establishing and developing a management staff for the integration group to include managers of Industrial/Facilities Engineering, QA, Manufacturing Engineering, Information Engineering (IT), Lean Six-Sigma, site specific Integration Managers, Safety and Nuclear Safety.

BASIC QUALIFICATIONS:

  • Must possess a BS or BA minimum in Manufacturing Technology, Engineering, Business or a related field. An MBA is preferred.
  • Extensive experience developing and managing Manufacturing Engineering and design of nuclear manufacturing processes for nuclear-grade components and systems. Experience must include implementation of ERP/MRP systems.
  • Experience developing and converting to paperless manufacturing and supply chain processes.
  • Extensive experience managing nuclear facility business systems, manufacturing operations, and associated programs, processes, and procedures including corrective action and root cause analysis programs.
  • Minimum 20 years of Management or Leadership experience in a nuclear environment including experience with Nuclear Safety Culture, Safety Conscious Work Environment, Lean Enterprise Systems, DFA/DFMA, Integrated Safety Management Systems (ISMS), and Design for Six Sigma
  • Strong commitment to employee safety and well-being

PREFERRED SKILLS & EXPERIENCES:

  • Proven ability to implement Lean manufacturing methodology in new and existing production settings. The aptitude to develop Lean practices both at the cell level and factory wide, in both manufacturing and office process settings.
  • Extensive knowledge of Nuclear Safety Systems, Nuclear Change Evaluation, and working in NRC Nuclear licensed and regulated environments
  • Experience developing and implementing Assurance Programs; both NQA-1 and ISO 9001 quality programs and processes, Contractor Assurance, Conduct of Operations/Readiness, and the Software Management Programs.
  • Knowledge of EVMS (Earned Value Management Systems) including budget development and maintenance, (CAM) control account management, and proforma financial forecasting.
  • Understanding of records management and document control (RMDC) systems.
  • Candidate must be a Qualified Six-Sigma Black Belt
  • Must have working knowledge or be familiar with SharePoint, Microsoft Office Suite
  • Have effective communication skills and understanding of the corporate culture with an ability to influence key stakeholders and decision makers across USNC
  • Exceptional leadership, communication, problem solving, and conflict resolution skills
  • Proficient in computer skills and possess the ability to effectively use various analytical, design, project management, and presentation computer programs
  • Required: Data analysis and Statistical skills. Experience with Minitab or other statistical analysis tools.
  • Have excellent verbal, written communication, and time management skills
  • Advanced technical writing skills: develop policies, procedures, guides, and program description documents.
  • Have a strong orientation toward internal and external customers
  • Work with other departments to increase overall strength of the group and company
  • Must be an excellent negotiator and motivator.
  • Possess excellent verbal and writing skills to effectively communicate with others
  • Effectively manage, supervise, motivate, direct, coordinate and provide guidance to the staff of the departments
  • Must be able to not only manage but lead large cross-functional teams of personnel in disbursed locations, and multicultural environments.
  • Possess the ability to influence and motivate stakeholders who are not under your direct operational control.
  • Resolve project and operational issues
  • Analyze and solve problems daily
  • The ability to balance analysis and urgency when making decisions where all of the data may not be readily available.
  • Maintains collaborative, courteous, and respectful relationships
  • Ability to foster a collaborative team environment
